Exemption from RCA in closed areas

Home > News > Exemption from RCA in closed areas

Important news for the logistics and industrial sectors.

The Annual Law for SMEs, published in the Official Gazette on March 23, 2026, introduced an amendment to the Insurance Code that exempts forklifts and other unregistered vehicles operating exclusively in enclosed areas not accessible to the public from the requirement for motor vehicle liability insurance (RCA).
The exemption does not apply to vehicles that enter, even occasionally, spaces open to third parties.
Companies must, however, ensure adequate coverage through RCT/RCO or specific policies, in addition to clear procedures for the demarcation and security of internal areas.
This measure offers new opportunities for optimizing insurance costs while maintaining a structured risk management system within companies.
